In a groundbreaking move, the Biden administration unveiled a pioneering consortium aimed at fostering the secure evolution and implementation of generative artificial intelligence (AI). Spearheaded by Commerce Secretary Gina Raimondo, the U.S. AI Safety Institute Consortium (AISIC) boasts an impressive lineup of over 200 entities, including tech titans like OpenAI, Google, Anthropic, and Microsoft, as well as industry giants such as Meta Platforms (formerly Facebook), Apple, and Amazon.com.
Raimondo emphasized the pivotal role of the U.S. government in establishing standards and crafting tools to mitigate the risks while harnessing the vast potential of AI. The AISIC, which finds its home under the umbrella of the U.S. AI Safety Institute (USAISI), encompasses a diverse array of participants, ranging from corporate behemoths like BP, Cisco Systems, and IBM to esteemed academic institutions and government agencies.
Tasked with executing priority actions outlined in President Biden’s October AI executive order, the consortium’s mandate includes formulating guidelines for red-teaming, conducting capability evaluations, managing risks, ensuring safety and security, and implementing watermarking for synthetic content. Red-teaming, a proven technique used extensively in cybersecurity, entails simulations to identify new threats, drawing inspiration from U.S. Cold War-era exercises where adversaries were dubbed the “red team.”
The initiative also aligns with Biden’s directive for agencies to establish standards for testing and address associated risks in domains such as chemical, biological, radiological, nuclear, and cybersecurity. Building upon this directive, the Commerce Department has embarked on crafting essential standards and guidance for the secure deployment and testing of AI.
Distinguished as the largest assembly of test and evaluation teams, the consortium is laser-focused on laying the groundwork for a pioneering measurement science in AI safety. At its core, the consortium aims to address the burgeoning potential of generative AI, capable of producing text, imagery, and videos in response to open-ended prompts. While this innovation sparks excitement, it also evokes apprehensions regarding job displacement, electoral integrity, and the potential for AI dominance to yield catastrophic consequences.
Despite the Biden administration’s proactive measures, legislative efforts in Congress to regulate AI have encountered roadblocks, notwithstanding numerous high-level discussions and proposals.
